Certainly, there are a lot of rainy days in Singapore. But they do not have big place to save rain water, because Singapore is a pretty small country. So they are in short of water and they needs to buy a lot of water...
Then, does it mean that they put their water they bought from malaysia on malaysia? They only bought the right to drink water of malaysia I think.
